The Goal of Scrum is always to create a potentially shippalbe increment by the end of each Sprint. Its up to the Development team members to figure out, with coaching and help from the Scrum Master and Product Owner, how to get there. One of the ways Scrum facilitates this process is by setting Time boxes for the events to create transparency and clarity.
